The National Guard as a component of the military establishment.

Many readers will find this a little heavy but I find it to be an outstanding research of the National Guard and its role in the American Military establishment. I can't help but to think President Wilson saw the border situation as an opportunity to get us on a war footing without admitting the fact to the general public. Having served in the 17th Infantry Regiment back in the 1960's I am drawn to all things about the border with Mexico during the period because the 17th Infantry entered Mexico with the Expedition in 1916.
The fact that General Funston drilled the boys to death while he had them under his command isn't surprising given the war clouds on the horizon.

The First Test of the National Guard

'The authors, who’ve written widely on the cross-border aspects of the Mexican Revolution, give us the first scholarly look at the very neglected deployment the recently formed National Guard on the border in 1916, prompted not so much by Pancho Villa’s incursion into Texas that year as by belligerent threats from some Mexican leaders and the “Plan de San Diego” Mexican-American insurgency. After several chapters setting scene, the bulk of the book covers the activation of the Guard, concentration, deployment to the border, assignment to various posts from Brownsville to California, and the performance of the troops.

'Each chapter covers a particular sector of this long frontier, and the experience of the troops assigned there; which conveniently allows the authors to deal with each state contingent on an individual basis. We learn that some states were very ill-prepared, with units understrength, poorly equipped, and often largely untrained; New Mexico, it turns out, had to recruit many Texans to meet its quota, while the Texas Guard had a problem with corruption! On the other extreme, some states, fielded well-equipped, well-trained units, most notably Pennsylvania and New York, which each sent a full division; New York’s division was in fact being the most properly organized and equipped division, Regular or Guard, on the border.

'The authors also look at Regular Army hostility to the Guard, civil-military relations, racial interactions, and discipline and health, the army’s early efforts at motorization and its first practical use of airplanes, and give us looks many soldiers, some now forgotten and some, like still well-known, notably Douglas MacArthur and Dwight Eisenhower.
